Following the announcement of the SLR project and the decision to install the new South Shore station at Quartier DIX30, the Economic Council of Haut Richelieu formed a coalition composed of the Ville de Chambly and the towns along Highways 10 to evaluate the feasibility of a station at the intersection of highways 10 and 35.
The development, supervision and public management of this major study were confided to the Bob Henry Agency, which took charge of identifying strategic elements to support the directors of the project partners under the Caisse de dépôt and the government agencies.
In partnership with L’Observateur, we conducted a study mainly with the users from Saint-Jean-sur-Richelieu, Chambly and other nearby towns.
This study aimed to show the economic and social benefits of extending the SLR network and adding a station at the intersection of highways 10 and 35.
Following the results, we developed a communications and PR strategy at three levels, namely: the general public and inhabitants, the Caisse de dépôt et de placement du Québec and the government.
The whole process has led the agency to develop expertise and multi-level strategic leadership, managing the economic, social and political challenges of such a project.
